Film and Documentary Filming Visa and Work Permit Exemption in Türkiye
Foreign actors, actresses, directors, technical crew members and other film production professionals who intend to participate in film, television series, documentary, commercial or other audiovisual productions in Türkiye may need to obtain the appropriate visa and work authorisation depending on the nature of their activities in Türkiye.
Depending on the applicant’s role and the nature of the activity to be carried out in Türkiye, a foreign actor, actress, film crew member or production team member may be required to obtain an appropriate visa from the relevant Turkish Embassy or Consulate in their country of residence and, where applicable, a Work Permit Exemption Certificate.

Film and Documentary Filming Visa
The visa requirements for foreigners participating in film or documentary productions in Türkiye are assessed according to the nature of the production, the activities to be carried out in Türkiye and the applicant’s role within the project.
Where a visa is required for film or documentary filming in Türkiye, the applicant should contact the Turkish Embassy or Consulate General in their country of residence to obtain information about the relevant visa application procedure and documentation requirements.
The validity period of the visa and the assessment of the application depend on the relevant Turkish diplomatic mission and, where necessary, the evaluation of the relevant authorities in Türkiye. Therefore, preparing the application accurately and submitting complete and appropriate supporting documents is important.
As RL Danışmanlık Ticaret Limited Şirketi, we provide professional consultancy and document preparation services for foreign actors, artists, technical crew members and other foreign personnel participating in film and documentary productions in Türkiye, including support with visa and work permit exemption procedures.
Staying in Türkiye for a Longer Period for Film Production
If the visa or other authorisation obtained for film or documentary filming does not cover the required period of stay in Türkiye, a Work Permit Exemption Certificate application should be considered in accordance with the duration of the filming permit issued by the Ministry of Culture and Tourism.
Under Article 48(h) of the Regulation on the Implementation of the International Labour Force Law, foreigners who are notified by the relevant public institutions or organisations as being able to provide significant services and contributions to Türkiye in the economic, socio-cultural and technological fields or in education may be evaluated within the scope of a work permit exemption for up to three years.
The applicable period and type of authorisation depend on the nature and duration of the production, the applicant’s role and the activities to be carried out in Türkiye. Therefore, a Work Permit Exemption Certificate may, where the relevant conditions are met, be issued for a period of up to three years.
For this reason, the filming schedule, the applicant’s intended period of stay in Türkiye and their role in the production should be carefully assessed before the application is submitted.
Documents Required for a Work Permit Exemption Application
The following documents are generally required for the application, while additional supporting documents may also be requested depending on the circumstances of the case:
- A filming permit or relevant letter issued by the Ministry of Culture and Tourism in relation to the production
- Supporting or reference documents issued by the production company in Türkiye or abroad
- The applicant’s passport and identification documents
- Supporting documents demonstrating the applicant’s purpose of travel to Türkiye and role in the film or documentary project
The documents required may vary depending on the applicant’s nationality, role, the nature of the production, the duration of the project and the relevant authorities’ requirements.
For this reason, it is recommended that the applicable requirements and documentation be reviewed before submitting the application.
